WhatsApp Replies Are No Longer Free Beyond the Monthly Free Tier. What Support Teams Should Know

If your customers message you on WhatsApp and your team replies through the WhatsApp Business Platform, something changed on 1 October 2026 that is easy to miss: replying to customers is no longer free beyond a monthly allowance.

Nothing breaks, and no message gets blocked. But for a team that answers a lot of WhatsApp messages, support now has a cost per message beyond the free tier, and it rises with the busiest weeks.

What changed

Meta charges for the WhatsApp Business Platform per message. Its pricing page says: "Effective July 1, 2025 – Meta charges on a per-message basis, aligned to industry standards." It also says that "Meta does not charge for messages from users to businesses". You pay for what you send, not what you receive.

The messages you send back to a customer who wrote to you are called service messages. Until October, ordinary businesses could send these without charge. The pricing page now reads:

"Starting October 1, 2026 - Service messages remain free beyond the monthly free tier only for eligible government and non-profit organizations"

For everyone else, Meta describes the change like this: "As Meta resumes charging for service messages, Meta provides every business phone number with a free tier of 1,000 service messages per month." Those 1,000 messages "do not roll over but reset monthly".

So the practical summary for a small business is:

  • The first 1,000 service messages each month, per business phone number, are still free.
  • Beyond that, each delivered service message is charged. Meta lists the rate as one that "Varies by market", so check the rate card for your own country and currency rather than relying on any single figure.
  • Government and non-profit organisations that qualify keep free service messages beyond the free tier, and Meta says that policy "will be in effect through December 31, 2027."
  • Customers who arrive from a click-to-WhatsApp ad on the Android or iOS app are a special case: if you reply within the customer service window, a "Free Entry Point" window of up to 7 days opens in which marketing, utility, authentication and service messages aren't charged.

One detail is worth knowing if you are considering AI on WhatsApp. Meta's own AI product, Meta Business Agent, is priced separately, per message, based on a per-token charge, and the page notes that inside the free entry point window "Meta Business Agent messages remain charged."

Why it matters for a support team

1,000 replies a month sounds generous until you count them. A single conversation is rarely one reply: a greeting, a question, a follow-up, a confirmation. A team handling a few dozen conversations a day can reach the allowance well before the month ends, and the cost then tracks your busiest periods: a launch, a delivery delay, a holiday rush.

None of this makes WhatsApp a bad support channel. For many customers it is the most natural way to reach a business. But it is now a channel with a meter on the reply side, and that is worth planning for rather than discovering on an invoice.

Four practical steps

  1. Find out how many service messages you send. Your WhatsApp provider's billing or analytics should give you a monthly count per business phone number. Compare it to the 1,000 free tier.
  2. Check your country's rate. Rates vary by market, so the only number that matters is the one for your account's market and currency.
  3. Answer repeat questions before they become messages. Delivery times, returns, opening hours: a help centre article answers these once, for everyone, without a message being sent.
  4. Decide which conversations belong on WhatsApp. Some customers will always prefer it. Others would happily use a chat window on your website if it were there.

Where DeskLeap fits

DeskLeap does not connect to the WhatsApp Business Platform, so it doesn't change what Meta charges you. Our chat widget can show an optional "Chat on WhatsApp" link for customers who prefer it, which opens WhatsApp; that conversation then happens in WhatsApp, not in DeskLeap.

What DeskLeap gives you is a place for the rest of your support: live chat on your website, tickets and a help centre, with no charge per message your team sends. The platform is 100% free with unlimited human agents; an optional AI Agent add-on is $29/mo each, and each one includes 500 AI replies a month. For many small teams, moving routine questions to website chat and a help centre is the simplest way to keep WhatsApp for the conversations that really need it.
